TOWN OF POYGAN MINUTES
AUGUST 17, 2010, 7:30P.M.
(Subject to Approval)
Officers Present, Chairman Martin Johnson, Supervisor Ron Flegner , Supervisor John Meyerhofer , Treasurer, Trina Herbst – Gutche and Clerk, Julia Reinert.
Chairman Martin Johnson called the Town Board Meeting to order and the Pledge of Allegiance was recited.
Winnebago County Deputy was not present.
Minutes, July 15, 2010, Read and Approve.

Treasurers Report, Read and Approve.

Census Report, The town’s population increases by 3. In 2009 the population was 1,218 and now is 1,221.
Conditional Use Permit for David Grond. Planning and Zoning submitted a recommendation to approve a Conditional Use Permit for David Grond allowing him to have 3 miniature horses on his property zoned RR.

FLEGNER, 2ND BY MARTIN JOHNSON, CARRIED.
Dog Complaints. Citations will be issued to Mark Blank for his dog running at large and a citation will be issued to Dale Eckstein for unlicensed dogs, with a warning about dogs running at large.
Developers Agreement for Bohn Plat, Martin Johnson will be working on the Developers Agreement for The Bohn Plat.
Update on the Kellogg Road Informational Meeting held August 12, 2010. The Resolution to Make an Assessors Plat for Kellogg Road will be done at the September Town Board Meeting.
Road Report. Badger Highways will be doing our culverts the week of August 23rd. No end walls will be needed on the Lake Poygan Ave. culverts. The Wedging will be done soon after the culverts are finished. Gravel is needed on Georges Alley, and for shouldering on the corner of Rushford and on 37th Ave. Ditching still to be done on Broderick Road. Scott Construction will be doing the seal coating next month. Stop sign on Haase and 37th Ave. is leaning.
Fire Department Report, The Department is planning on a new truck in 2012, 2013. They are looking at a chaise from Pierce that will hold 4 to 6 people. They want to eliminate extra vehicles at the fires. A FEMA Grant was applied for and they will find out in September or October if they get it. The Annual Meeting will be the September 13, 2010 at 7:00 p.m. and they will have the budget ready. The budget should be the same. The County is working on the Com Center study, but has dropped the ball on the radios. Ryan will be able to change the radios. They have hired 3 new firemen so they have a roster of 50. They are losing one of their Lieutenants. Fire Calls as of 7/31/2010 were 195 this year, up from 173 last year at this time.
No Building Permits were issued last month.
Planning and Zoning held a Public Hearing on August 11, 2010 for the Conditional Use Permit for David Grond. Planning and Zoning needs to tweak some definitions in the Subdivision Ordinance and it should be ready for a recommendation next month.

Towns Association Fall work shop will be September 1, 2010, the Clerk will attend.
Towns Association Convention, October 3rd to the 6th, Betty Bradley will attend the Convention and the town will pay the fee for her registration fee to attend.
Town Calendar for September.
Questions and comments from the floor, concerning the agenda. John Meyerhofer added a road item and reported that he had talked to Brad Lind, from Lind Excavating, he has 4 other townships to mow, but will defiantly try to have the mowing done by the end of September.
